Carmela Breslin Weaver, MPH, MHA
Carmela Breslin Weaver has over a decade of experience in strategy development, operating model design, and execution across healthcare, public-interest initiatives, technology-enabled services, and go-to-market strategy.
She began her career working in health system and community-based environments, developing early exposure to public health, care delivery, and policy-driven systems. She later moved into increasingly strategic roles spanning enterprise healthcare organizations, national provider networks, and consulting environments, where she led and supported initiatives focused on commercialization, revenue sustainability, service-line expansion, and operating model design.
Most recently, Carmela has held senior strategy and operations roles supporting independent specialty physician practices through a national healthcare platform, including work across revenue cycle management, chronic care models, AI-enabled operational tools, and enterprise planning. Her experience also includes advisory work with public and Tribal entities on policy-adjacent initiatives, as well as go-to-market and value proposition development for founder-led businesses.
Across these roles, Carmela is known for translating complex analysis into decision-ready strategy and for designing frameworks that reflect operational reality. Her work often spans multiple stakeholder groups and regulated environments, where governance, implementation feasibility, and downstream impact are as critical as the strategy itself.
